Eldridge and Energy Corridor Property Management

More than half of the Eldridge and West Oaks super neighborhood is Barker Reservoir, a federal flood control project. Renting Out a Home in Eldridge

The City of Houston recognized Eldridge and West Oaks as Super Neighborhood 17 on December 15, 2009. It runs south from Buffalo Bayou to the Westpark Tollway, between the city limits on the west and South Dairy Ashford and West Houston Center Boulevard on the east, and it includes the part of the Energy Corridor District that lies below the bayou. Eldridge Parkway is its spine and West Oaks Mall its commercial anchor.

The city’s own description is the most useful starting point for an owner: Barker Reservoir covers more than half of the area, and the rest is a mix of apartments, single family subdivisions and vacant land. The residential side is organized into a long list of associations, from Ashford Park and Ashford Hills to Briarhills, Briar Village, Lakeside Enclave, Parkway Villages and Shadowlake, each with its own deed restrictions and dues.

That layout means two questions come before price when evaluating a rental here. Where does the property sit relative to the reservoir and its flood pool, and which of the area’s three school districts and dozen or more associations does it fall under? The answers vary street by street, and they matter more than the ZIP code.

Neighborhoods

Eldridge and West Oaks Neighborhoods

Most of the land here is reservoir and parkland, and the neighborhoods sit around its edges. Six places worth knowing as an owner:

Ashford ParkA set of sections, Ashford Park I through VI, served by Alief ISD rather than Houston ISD. A useful reminder that school district lines here do not follow the city limits.
Briarhills and Briar VillageTwo of the neighborhood associations listed for the super neighborhood. Like the rest of the area, each has its own recorded restrictions, so leasing and exterior rules come from the association documents.
Lakeside Enclave and ShadowlakeSmaller association neighborhoods within the super neighborhood. Before buying, pull the recorded restrictions and check the dues, which vary from one association to the next.
Eagle's TraceA retirement community on Eagle Vista Drive that hosts the super neighborhood's monthly meeting, held on the second Wednesday at 7 p.m. It is the place to hear about drainage and development issues early.
George Bush Park and Barker ReservoirThe reservoir and the park within it make up most of the area's land. They are a major amenity for tenants and the main flood risk consideration for owners on the surrounding streets.
West Oaks Mall areaThe commercial center of the super neighborhood, near Highway 6. Apartments and retail cluster here, with single family sections spreading out around it.

What Eldridge Owners Should Plan For

Know where the reservoir's flood pool reaches

Barker and its twin, Addicks, are federal flood control reservoirs that hold back water to protect downtown Houston. They are normally dry. During Hurricane Harvey in 2017 both reached record levels, and on August 28, 2017 the Army Corps of Engineers announced that pool elevations extended beyond government owned land, meaning water stood on private property inside the reservoirs’ flood pools.

For an owner, the point is that a house can be well away from any bayou and still sit inside a reservoir’s potential flood pool. Before buying or renewing insurance on a rental here, check the property’s elevation against the reservoir’s pool levels and the current flood maps, and price flood coverage even if the lender does not require it.

The upstream flooding case, and who it covers

Owners whose property flooded inside the reservoir pools sued the federal government. In December 2019 the Court of Federal Claims found the United States liable for taking a flowage easement, and in December 2025 the Federal Circuit unanimously affirmed that liability ruling. Reporting on the decision estimates that thousands of properties could ultimately bring claims.

The case is not a reason to expect a payout, and owners should not assume they are included. The court has addressed who qualifies, including owners who bought after the storm, and the timing and amount of any broader compensation have not been settled. If you own or are buying a rental that flooded in 2017, get legal advice on your status rather than relying on a listing description.

Three school districts, one super neighborhood

Houston ISD, Alief ISD and Katy ISD all serve parts of Eldridge and West Oaks, and the line between them runs through neighborhoods rather than around them. Ashford Park, for example, is Alief ISD despite sitting inside the City of Houston.

School assignment drives tenant demand for family rentals, so confirm it by address with the district before you advertise, and do not rely on a neighboring listing or a ZIP code. The same caution applies to taxes, since the school district is usually the largest line on the bill.

Short-term rentals answer to the city and the association

The area is inside the City of Houston, so Houston’s short-term rental ordinance applies. Since January 1, 2026, any dwelling rented for less than 30 consecutive days needs a city certificate of registration, with a 275 dollar fee, hotel occupancy tax registration, proof of ownership or owner authorization and a human trafficking prevention training course.

The certificate does not override private restrictions. With so many neighborhood associations in the area, the recorded restrictions for the specific section decide whether short stays are allowed. The Energy Corridor District, created by the Legislature in 2001, is funded mainly by commercial assessments, and the residential associations levy their own dues.

FAQ

Eldridge Property Management FAQ

Is Eldridge in the Energy Corridor?

Partly. The Eldridge and West Oaks super neighborhood runs south from Buffalo Bayou to the Westpark Tollway, and the part of the Energy Corridor District below the bayou falls inside it. Most of the district itself lies to the north along Interstate 10 and North Eldridge Parkway.

It is possible even away from a bayou. During Harvey in 2017 the Army Corps announced that pool elevations at Addicks and Barker extended beyond government owned land onto private property. Check the property’s elevation against the reservoir pool and the current flood maps, and price flood insurance before buying.

The Court of Federal Claims found the federal government liable in December 2019 for flooding upstream properties, and the Federal Circuit affirmed that ruling in December 2025. The timing and amount of any wider compensation are not settled, and eligibility has limits, so owners should get legal advice rather than assume they are covered.

It depends on the street. Houston ISD, Alief ISD and Katy ISD all serve parts of the area, and Ashford Park, for example, is Alief ISD. Confirm by address with the district before you advertise a school assignment to tenants.

Inside Houston, only with a city certificate of registration, required since January 1, 2026 for stays under 30 days. The fee is 275 dollars, plus hotel occupancy tax registration and a training course. Your neighborhood association’s restrictions can still prohibit short stays, so check them first.

It depends on the home and the services you need. Our Houston property management fees guide explains typical fee structures, or you can request a quote for your property.
