Renting Out a Home in Conroe

Conroe grew up around Isaac Conroe’s 1881 sawmill on Stewarts Creek, a stop first known as Conroe’s Switch, and it has been the Montgomery County seat since 1889. George Strake’s oil discovery in December 1931 turned it into a boomtown, and the Crighton Theatre, which opened on the Courthouse Square in 1935, still anchors downtown.

Today’s rental demand rests on a broad local economy. Conroe ISD employs more than 12,000 people and is the county’s largest employer. HCA Houston Healthcare Conroe runs a 332-bed Level II trauma center, Conroe Park North holds about 40 companies and nearly 4,000 jobs, and Sam Houston State University opened its College of Osteopathic Medicine in Grand Central Park in 2020. County government adds steady jobs downtown.

The city keeps expanding. Conroe has added roughly 18.5 square miles through its annual annexation program since 2007, so a home that sat outside city limits a few years ago may now pay city taxes and follow city rules. Before you price a rental, confirm whether the address is inside the city, in an unincorporated MUD, or in an area set for future annexation.

What Conroe Owners Should Plan For

No zoning, so deed restrictions matter

The City of Conroe has no zoning ordinance. That keeps land use flexible, but it also means deed restrictions and HOA rules are what protect a neighborhood’s character, from lease terms to parking and exterior standards.

Read the restrictions for each property before you lease it. They can be stricter than the city itself, and lake communities may add rules of their own.

Lake Conroe releases and flood risk

Lake Conroe hit its highest recorded level, 206.24 feet, and its highest release, 79,141 cubic feet per second, on August 28, 2017, during Hurricane Harvey. In May 2024, releases reached 66,100 cubic feet per second and the county called voluntary evacuations for River Plantation, Mosswood, Woodloch and Idle Glen.

The City of Conroe notes that more than 25% of flood insurance claims come from outside mapped high-risk zones. Review flood history and coverage for any rental downstream of the dam, and give tenants the flood disclosure Texas requires, explained in our Texas landlord-tenant law guide.

Short stays and occupancy tax

We found no city rental registration or short-term rental ordinance in Conroe. The city does collect a 7% hotel occupancy tax on rooms rented for less than 30 days, and in 2019 the council moved to have Airbnb collect it on hosts’ behalf.

If you plan to rent a lake home by the night or week, confirm how the tax will be collected on your platform, and check whether your HOA allows short stays.

Taxes inside and outside the city

Inside city limits, a rental pays City of Conroe, Montgomery County and Montgomery County Hospital District rates alongside school taxes. Just outside, MUDs and emergency service districts take the city’s place on the bill. Values for both come from the Montgomery Central Appraisal District.

Because annexation can move a property from one setup to the other, check the current tax entities before you set rent or renew a lease.
