The local rental market

Renting Out a Home in Katy

Katy started life as Cane Island. It took its current name from the MKT, or Katy, railroad that arrived in 1893, grew into a rice-farming town after 1901, and became a gas town when Humble opened a plant on the Katy field in 1943. The rice harvest still gets its own festival every year.

Suburban Katy came later. Cinco Ranch began after a 1984 land purchase, and the rebuilt I-10 Katy Freeway, finished in 2008, made the commute east much easier. Many renters work in the Energy Corridor, home to large offices for bp, Shell, CITGO, ConocoPhillips and Baker Hughes; in 2022 more than 30,000 Katy-area residents worked there. Katy ISD, Memorial Hermann Katy Hospital and Houston Methodist West add local jobs.

For rental owners, the first question in Katy is jurisdiction. City ordinances, county flood history, drainage districts and MUD taxes change from one subdivision to the next, so a lease plan that fits a home in Old Town Katy may need changes for a house in Cinco Ranch.

What Katy Owners Should Plan For

Short-term rentals in the City of Katy

Since March 2023, the City of Katy has required a permit for short-term rentals, with inspections at the start and at renewal, liability insurance, hotel occupancy tax registration and an extra 7% city tax. Tents, RVs and vehicles cannot be rented.

Unincorporated areas such as Cinco Ranch are outside the city ordinance, but HOA deed restrictions can still limit short-stay leasing, so read yours before listing.

Addicks, Barker and flood history

The Addicks and Barker reservoirs were built in the 1940s to protect downtown Houston. During Hurricane Harvey in 2017, rising reservoir water flooded homes upstream for the first time, and the Canyon Gate and Cinco Ranch area accounted for just over 3,000 of Fort Bend County’s damaged homes.

If your rental is near the reservoirs, know its flood history, carry the right coverage and give tenants the flood disclosure Texas requires. Our Texas landlord-tenant law guide explains the disclosure.

Drainage districts and MUD taxes

Much of Cinco Ranch and Canyon Gate lies inside the Willow Fork Drainage District, created in 1985 and covering 13 MUDs. Drainage and MUD rates stack on top of county and school taxes, so two Katy homes at the same price can carry very different yearly costs.

Three appraisal districts

Since 2008, each county’s appraisal district has valued the property inside that county, so a Katy ISD home is appraised by the Harris, Fort Bend or Waller district depending on where it sits. That decides which office you work with on values and protests.

Outside city limits, fire protection comes from emergency service districts, another line to account for when you estimate carrying costs.

FAQ

Katy Property Management FAQ

Does the City of Katy regulate short-term rentals?

Yes. Inside city limits, short-term rentals need a city permit, inspections, liability insurance and hotel occupancy tax registration, and they pay an extra 7% city tax. The ordinance does not cover unincorporated areas such as Cinco Ranch.

No. Cinco Ranch is unincorporated land in Fort Bend and Harris counties, so City of Katy ordinances do not apply there. County rules, HOA restrictions and district taxes do.

It depends on the county. Since 2008, the Harris, Fort Bend and Waller county appraisal districts each value the Katy-area property inside their own county.

Parts of it did. Rising water in the Barker Reservoir flooded upstream neighborhoods, and the Canyon Gate and Cinco Ranch area accounted for just over 3,000 of Fort Bend County’s damaged homes.

Atlas, at any hour. We are available 24/7 for maintenance emergencies, so your tenant is not waiting until morning. In the Katy area that most often means water, including roof leaks and water intrusion during heavy rain, which we treat as urgent rather than routine work orders.

It depends on the home and the services you need. Our Houston property management fees guide explains typical fee structures, or you can request a quote for your property.
