The local rental market

Renting Out a Home in Pearland

Pearland began as a railroad townsite. William Zychlinski bought roughly 2,560 acres around the old Mark Belt stop in 1892 and platted the town in 1894. The 1900 hurricane then destroyed nearly all of it: the city’s own history records that the population was cut by almost three quarters and only a third of the children returned to school. A second hurricane in 1915 tore the top off the new high school. What rebuilt the local economy was not cotton but figs, on the strength of a new processing plant, and the town stayed small for decades afterward.

The modern city is a different animal. Residents created Brazoria County Water Control and Improvement District Number Three in 1949 to fund the first water and sewer system, and Pearland incorporated in 1959. Census estimates for July 2024 put roughly 115,338 residents in the Brazoria County portion, 8,271 in Harris County and 6,011 in Fort Bend County, across 48.674 square miles of land. Fort Bend County’s own site states it plainly: Pearland is part of three counties.

For an owner, that three-county split is the whole story. Which appraisal district values your rental, which county tax office bills it, and which justice of the peace precinct hears an eviction all follow the parcel, not the mailing address. Health care has become a major anchor alongside the commute: Memorial Hermann Pearland opened in March 2016 with 97 inpatient beds, HCA Houston Healthcare Pearland was established in 2015 with 49 beds and a Level IV trauma center, and the Kelsey-Seybold Pearland clinic finished a 27,000 square foot expansion in summer 2023 that took it from 27 providers to 44.

Pearland Neighborhoods and Communities

Pearland grew outward in distinct waves, and the newer master-planned communities carry their own taxing districts and school zoning. Six areas that make up much of the rental stock:

Shadow Creek RanchA master-planned community inside Tax Increment Reinvestment Zone No. 2, which covers roughly 3,467 acres. It crosses a county line, and the city holds interlocal agreements with both Brazoria and Fort Bend counties for it.
SilverlakeZoned to Pearland ISD, which operates Silverlake Elementary on County Road 90 and Silvercrest Elementary on Southwyck Parkway.
Green Tee TerraceSits on Clear Creek. The 250 foot pedestrian bridge just north of the subdivision is the first pedestrian trail connecting Brazoria and Harris counties, funded by a contract awarded in December 2018.
Old TownsiteThe 1894 plat. The train station left in 1980 and City Hall moved to Liberty Drive in 1987, so the historic core and the civic center are no longer the same place.
Lower Kirby DistrictOne of the city's named commercial districts, on the Harris County side of the city near Beltway 8.
Massey RanchServed by Pearland ISD's Massey Ranch Elementary on Manvel Road, on the southern edge of the city where new platting continues.

What Pearland Owners Should Plan For

Three counties, three sets of county paperwork

A Pearland rental is valued by the Brazoria, Harris or Fort Bend appraisal district depending on where the parcel sits, and each has its own protest process. The Texas protest deadline is May 15 or 30 days from the date the district mails your notice, whichever is later.

The same split decides your county tax office and, if a tenancy ends badly, the justice of the peace precinct that hears the eviction. Owners who assume a Pearland address means Brazoria County file in the wrong court and lose weeks. Drainage is handled by Brazoria County Drainage District No. 4 (Pearland), listed by the appraisal district under code DR4.

City limits or extraterritorial jurisdiction

Pearland is a Tier 2 municipality, which means it can only annex voluntarily under Section 43.0673 of the Texas Local Government Code. The city publishes the full petition path for landowners who want in: a metes and bounds request, council concurrence, a service agreement, two public hearings at least ten business days apart, two ordinance readings at separate meetings, and certified notice to the school district.

The practical effect is that city rules stop at the city limit. A property in the extraterritorial jurisdiction with a Pearland mailing address is not subject to the same city requirements as one a mile away inside the line. Confirm which side of that boundary a property is on before you rely on any city rule, and check it again if the property was recently platted.

Clear Creek runs the drainage picture

Clear Creek originates a few miles west of the city and runs along Pearland’s northern boundary. The city states that Clear Creek and its tributaries, including Town Ditch, Hickory Slough, Mary’s Creek and Cowarts Creek, drain more than 90 percent of the city’s area.

That concentration is why the federal project scope for the watershed includes 20.4 miles of channel improvements and 500 acre-feet of in-line detention, and why the Clear Creek Watershed Steering Committee has existed since 1989. For an owner it means drainage questions here are rarely about one street: check the watershed, not just the block.

The school district depends on the subdivision

Pearland ISD serves much of the city, including Silverlake and Massey Ranch. Shadow Creek Ranch is different: Alvin ISD operates six campuses with Pearland 77584 addresses serving it, including Shadow Creek High School and Dr. Ronald E. McNair Junior High.

Advertise the wrong district and you will spend the showing correcting it. Verify the campus assignment for the specific address before a listing goes live, not by ZIP code.

FAQ

Pearland Property Management FAQ

Which county is my Pearland rental in?

One of three. Pearland spans Brazoria, Harris and Fort Bend counties, with most of the city in Brazoria County. The county your parcel sits in decides which appraisal district values it, which county tax office bills it and which justice of the peace precinct would hear an eviction, so confirm it by parcel rather than by mailing address.

Either Pearland ISD or Alvin ISD. Pearland ISD covers much of the city, including Silverlake and Massey Ranch. Shadow Creek Ranch is served by Alvin ISD, which runs six campuses with Pearland 77584 addresses. Check the specific address before you advertise a school.

Not always, even with a Pearland address. Pearland is a Tier 2 municipality that can only annex voluntarily, so the extraterritorial jurisdiction around the city has Pearland mailing addresses without city jurisdiction. City requirements apply inside the limits only, which makes the boundary worth confirming before you rely on any of them.

Because it drains most of the city. Clear Creek runs along the northern boundary and, together with Town Ditch, Hickory Slough, Mary’s Creek and Cowarts Creek, carries drainage for more than 90 percent of Pearland. Drainage and detention work in this watershed affects far more of the city than the creek frontage itself.

Atlas is available 24 hours a day, 7 days a week for maintenance emergencies. Calls that put the property or the tenant at risk, such as an active water leak, a sewage backup or a loss of heat, are triaged when they come in rather than waiting for the next business day.
