Renting Out a Home in Humble

Humble is named for Pleasant S. Humble, who ran a ferry on the San Jacinto River and got a post office in 1886. Oil was discovered nearby in 1904, and by 1905 the Humble field was the largest producing field in Texas with around 10,000 people in the area. The boom was brief: production fell off by 1906, the population dropped to about 7,500, and the community lost its original town government. A new charter was obtained on August 28, 1933, and the town incorporated. Ross S. Sterling founded the Humble Oil and Refining Company here in 1911, the company that later became Exxon Company, U.S.A.

The name is the only part that is still about oil. In the city’s own financial reporting, oil and gas extraction accounts for 0.07 percent of sales tax liability while retail trade accounts for 69.12 percent. The anchors now are the airport and health care: George Bush Intercontinental sits immediately adjacent and handled over 48.7 million passengers in 2025, Memorial Hermann Northeast is a 257 bed hospital and the city’s largest employer, HCA Houston Healthcare Kingwood runs 451 beds and a Level II trauma center, and Insperity’s Kingwood headquarters employed roughly 4,200 corporate staff on a 33 acre campus as of the end of 2025.

The thing to understand before buying here is that the City of Humble covers 9.912 square miles, while the four ZIP codes that say Humble cover roughly 77 square miles between them. At most about 13 percent of that land is actually inside the city. Atascocita alone is 23.882 square miles and entirely unincorporated, more than twice the city. Which government regulates a given rental, and which school district serves it, has to be checked parcel by parcel.

Neighborhoods

Humble Area Neighborhoods and Communities

The mailing address, the school district and the governing jurisdiction disagree with each other across much of this area. Six communities and what each one actually is:

KingwoodInside the City of Houston, served by Humble ISD. Developed by Friendswood Development Company with King Ranch on a 14,000 acre tract along the East Fork of the San Jacinto. Houston annexed the commercial development at its entrance in 1995 and the residential areas, with Forest Cove, in 1996.
AtascocitaUnincorporated Harris County, served by Humble ISD. At 23.882 square miles it is more than twice the size of the City of Humble, with a 2020 population of 88,174. It takes its name from the historic Atascosito Road, which followed the route of present day FM 1960.
Old HumbleThe downtown core, genuinely inside the city and served by Humble ISD. This is where the 1904 field was, and where the city government that lapsed in 1906 was eventually re-established in 1933.
BordersvilleInside the City of Houston and served by Aldine ISD, despite a Humble 77338 mailing address. Founded in 1927 when the sawmill at Humble closed and Black workers were forced to leave; Edgar Borders opened a mill, hired them and provided housing. Houston annexed it in 1965, and water service was not installed until 1981.
SummerwoodUnincorporated Harris County, served by Humble ISD. Humble ISD runs Summerwood Elementary on Weckford Boulevard with a Houston postal address, so the mail says Houston, the schools say Humble and the government says neither. Just south of it the district changes to Sheldon ISD.
Walden on Lake HoustonUnincorporated Harris County, inside the Atascocita census area, served by Humble ISD. Simultaneously Humble by mail, Atascocita by census and unincorporated by government.

What Humble Owners Should Plan For

Nobody here has zoning, for three different reasons

The City of Humble’s code has no zoning chapter and no zoning districts at all. Instead, Chapter 9 carries subdivisions, historic preservation and development in residential neighborhoods, and Article 9.04 is the practical use control: it defines a change of use as converting a private residence or single family dwelling to a nonresidential or multifamily use. If you plan to convert a house to multifamily, that is the article to read. The city has no planning and zoning commission, only a Board of Adjustment and Appeals.

The City of Houston states plainly that it does not have zoning and governs development through Chapter 42 instead, requiring a deed restriction compliance affidavit at platting. Harris County’s permit catalog contains no zoning permit and no zoning review at all: the county regulates construction, septic and floodplain, not use. In unincorporated areas, deed restrictions and the HOA are effectively the land use law. Which of these three regimes applies is decided by the parcel, not the address.

A rule that targets the landlord, not the tenant

Humble’s code makes it an offense for a person to intentionally, knowingly, recklessly or with criminal negligence rent a residence located within 1,000 feet of a school or child care facility to a registered sex offender. The definition of child care facility is broad, covering day care, Montessori programs, day camps, Mother’s Day Out and after school care, and residing includes staying as an overnight guest.

This is a criminal prohibition aimed at the owner. It is unusual, it is easy to miss, and it is a reason screening and address mapping matter more inside the city limits than most owners expect. The city also requires a permit to operate a shared residential living arrangement for persons with disabilities, which is worth knowing before leasing to a group home operator.

Being off the flood map has not meant being dry

The Harris County Flood Control District’s final report on Hurricane Harvey is the clearest statement of the risk here. Of the 154,170 homes flooded in Harris County, 105,340, about 68 percent, were outside the 1 percent annual chance floodplain, and only 36 percent of the flooded homes had a flood insurance policy in effect. County average rainfall was 33.7 inches, with a maximum of 47.4 inches, and gauges recorded 38.88 inches just south of Humble and 37.64 inches west northwest of Kingwood.

The district recorded catastrophic record flooding along the entire San Jacinto system, naming Humble and Kingwood directly, with Lake Houston reaching a record pool of 53.1 feet and 4 to 8 feet of sedimentation along the West Fork. One correction worth making, because owners here hear it constantly: the Lake Conroe release was a minority of the water. HCFCD’s own figures put Lake Conroe at about 32 percent of the roughly 240,900 cubic feet per second moving through the West Fork at Humble, and 16 percent of total inflow to Lake Houston. Three uncontrolled watersheds supplied the rest.

The maps owners check are also older than they assume. Effective flood insurance rate maps date to January 2017 for unincorporated Harris County and the City of Houston, and to August 2014 for the City of Humble. The MAAPnext replacement maps are explicitly draft and cannot be used for insurance or regulatory decisions, with no announced effective date.

MUD taxes stack, and the ISD line dwarfs the city line

Of the 617 taxing jurisdictions the Harris County Tax Office collects for, 386 are municipal utility districts. An Atascocita parcel typically carries county, flood control, hospital, education, college and port levies plus an ISD and a MUD.

The proportions surprise people. For 2025 the City of Humble adopted a rate of 0.2581710 per 100 dollars of value, all of it maintenance and operations with a debt rate of zero, against Humble ISD at 1.1052000 and Aldine ISD at 1.0340000. The city itself carries almost no debt, about 87 dollars per capita. When you underwrite here, the school district line is the number that moves the return, not the city line.

FAQ

Humble Property Management FAQ

Is my Humble rental actually in the City of Humble?

Often not. The City of Humble covers 9.912 square miles while the four Humble ZIP codes cover roughly 77 square miles, so at most about 13 percent of that land is inside the city. A Humble address can sit in the City of Houston or in unincorporated Harris County, and that decides which government issues permits, enforces codes and taxes the property.

Usually Humble ISD, but not always. Humble ISD covers around 80.9 square miles of land, roughly eight times the city, and includes Kingwood, Atascocita and Summerwood. A 77338 address in Bordersville is Aldine ISD, and the southern edge of the area drops into Sheldon ISD. Confirm by address rather than by ZIP code.

No. Kingwood is inside the City of Houston, annexed in 1995 and 1996, and is served by Humble ISD while mailing as Kingwood or Humble. There is no Kingwood ISD. For an owner that means Houston taxes, Houston permits and Houston code enforcement, with a Humble ISD school assignment.

Yes. In Hurricane Harvey, about 68 percent of the 154,170 Harris County homes that flooded were outside the 1 percent annual chance floodplain, and only 36 percent of flooded homes carried flood insurance. The effective flood maps also date to 2017 for the county and Houston and 2014 for the city, and the replacement maps are still draft.

Atlas, at any hour. We are available 24/7 for maintenance emergencies, so your tenant is not waiting until morning. In this area that often means water, including roof leaks and drainage backups during heavy rain on the San Jacinto, which we treat as urgent rather than routine work orders.
