Renting Out a Home in Kingwood

Kingwood was built on former King Ranch land by Friendswood Development, an Exxon subsidiary, and the name comes from that partnership. Trailwood, the first village, opened in 1971, and the community grew around wooded greenbelts into what it still calls The Livable Forest, with about 100 miles of trails.

Houston City Council annexed Kingwood in December 1996 over strong resident opposition. The municipal utility districts that once paid for water, sewer and drainage were absorbed, and a tax increment reinvestment zone run by the Lake Houston Redevelopment Authority took over that job. Most of Kingwood is in Harris County, with some sections in Montgomery County.

Renters come for Humble ISD schools, the greenbelts and local employers such as HCA Houston Healthcare Kingwood, a 451-bed Level II trauma center, and Lone Star College Kingwood, which serves about 7,000 students. Commuters use US-59/I-69, and METRO’s route 255 Park and Ride runs downtown on the HOV lane.

Kingwood is organized into villages, each with its own homeowners association under the umbrella of the Kingwood Service Association. Six places a rental owner should know:

Elm GroveStayed dry in Hurricane Harvey but flooded in May 2019 and again in Tropical Storm Imelda, and more than 200 residents sued the developers of an upstream project.

Forest CoveNear the San Jacinto River, where the Harvey-damaged Riverview Townhomes are being bought out and removed by the Harris County Flood Control District.

What Kingwood Owners Should Plan For

Houston's short-term rental rules apply

Houston adopted a short-term rental ordinance in April 2025, and it took effect on January 1, 2026. Owners renting homes for stays under 30 days inside city limits, which includes most of Kingwood, must register with the city.

Kings Manor and other addresses outside city limits are not covered by the ordinance, so confirm whether a property is inside Houston before you list it for short stays.

San Jacinto River and Lake Houston flooding

The Harris County Flood Control District’s Harvey report describes massive flooding in Humble and Kingwood. The West Fork of the San Jacinto River rose three to four feet above its 1994 record, Lake Houston set a record pool of 53.1 feet, and 4,620 homes flooded in the West Fork watershed in Harris County. Kingwood High School flooded and did not reopen until March 2018.

The Army Corps of Engineers dredged about 1.7 million cubic yards from the West Fork starting in 2018. Even so, review flood history and coverage for any Kingwood rental and give tenants the flood disclosure Texas requires, described in our Texas landlord-tenant law guide.

Village HOAs and deed restrictions

Each village has its own HOA that enforces deed restrictions covering things like exterior upkeep and use of the home. Because Kingwood is inside Houston, the City of Houston’s Legal Department can also enforce deed restrictions.

Share the relevant restrictions with tenants at move-in so HOA violations do not become the owner’s problem.

Multifamily registration and taxes

Houston requires apartment properties with three or more units to register under its multifamily habitability ordinance. Registration is free, and inspections run on about a four-year cycle.

Most former Kingwood MUDs were absorbed at annexation, so homes inside the city generally pay City of Houston rates instead. Values come from the Harris Central Appraisal District, or the Montgomery Central Appraisal District for Montgomery County sections.
