Renting Out a Home in Spring

Spring is a railroad town at heart. The rail line arrived in 1871, and by the early 1900s Spring was a switching yard with 14 tracks and about 200 workers. The Goodyear blimp America was based nearby from 1969 to 1992, and the Wunsche Bros. Cafe building in Old Town Spring dates to 1902.

The area’s biggest change came with corporate campuses. ExxonMobil opened its 385-acre campus in 2014 and moved its headquarters there in 2023, in the development renamed City Place in 2021. Hewlett Packard Enterprise lists its headquarters in Spring, and the American Bureau of Shipping has its global headquarters at City Place.

Because Spring is unincorporated, Houston’s ordinances do not apply, and we found no county rental registration or short-term rental ordinance. What does shape a Spring rental is its HOA, its MUD and its school zone, and those can change from one side of FM 1960 or Spring-Cypress Road to the other.

What Spring Owners Should Plan For

No city layer

Spring has no city government, so rentals follow state law, county rules and private deed restrictions. Houston’s short-term rental ordinance, for example, covers only property inside Houston city limits, and we found no Harris County or Montgomery County rental registration.

That puts the weight on HOA documents. Check each community’s leasing, pet and exterior rules before you place a tenant.

Two creeks, two flood stories

During Hurricane Harvey, Cypress Creek set records, two to five feet above the 2016 Tax Day flood east of US-290, with about 8,750 homes flooded in its watershed. Spring Creek saw its second-worst flood, slightly above May 2016, with 510 homes flooded in Harris County, and levees near Northgate came close to overtopping.

The Harris County Flood Control District notes that Lake Conroe releases do not affect Spring Creek levels, a common misconception. Review flood history and coverage for each rental and give tenants the flood disclosure Texas requires, explained in our Texas landlord-tenant law guide.

School zones follow the street address

A Spring address can be zoned to Spring ISD, Klein ISD or, in Montgomery County sections such as Imperial Oaks, Conroe ISD. Use each district’s address lookup before you advertise schools to renting families.

MUDs, ESDs and two appraisal districts

Most Spring communities pay a municipal utility district rate, such as Harris County MUD 367 or 383 in Gleannloch Farms or the Rayford Road MUD in Imperial Oaks. Montgomery County sections also pay emergency service district taxes.

Values come from the Harris Central Appraisal District, or the Montgomery Central Appraisal District for homes north of the county line, so check which office handles a property before you file a protest.

Do Lake Conroe releases cause flooding in Spring?
