Harris County
Deer Park is a zoned, owner-occupied city in the middle of the Houston Ship Channel’s industrial belt. Most homes here are owner occupied, so rentals are relatively scarce, and owners need to plan for things few other suburbs ask about, from shelter-in-place sirens to tornado damage. Atlas manages leasing, rent collection and repairs for owners across Deer Park.

The local rental market
Deer Park was platted on December 20, 1892 by Simeon Henry West, an Illinois native who named it for the deer on the coastal prairie, built a hotel and post office in 1893 and granted the railroad its right of way for a dollar. The town incorporated in 1948 and adopted a home rule charter in 1960. The 2020 Census counted 34,495 residents.
Two things define the city for a rental owner. The first is that it is overwhelmingly owner occupied: Census figures put the owner occupied rate at 78.3 percent, so the rental stock is thin and well kept homes tend to lease to long-term tenants. The second is its neighbors. The city’s largest employers include Shell Chemical, the Pemex refinery, Universal Plant Services, Lubrizol and Dow, and that industrial base shapes both tenant demand and the city’s emergency planning.
Deer Park also calls itself the birthplace of Texas. The Texas army camped at the Patrick home site on Center Street after the Battle of San Jacinto in 1836, and the city traces the drafting of the initial surrender treaty to that site. The San Jacinto battleground itself lies just beyond the city in La Porte.
Neighborhoods
The city’s historic markers trace its growth from a prairie townsite to an industrial suburb. Six worth knowing:
Before you lease
Unlike Houston, Deer Park has zoning. Its ordinance divides the city into districts including single family SF-1, SF-2 and SF-3, patio home and townhome districts, mixed use, planned unit developments, several commercial districts, office park and heavy industrial districts.
For a rental owner that means the district, not just the deed restrictions, decides whether a property can be divided, expanded or converted. Before buying with a duplex, a garage apartment or a change of use in mind, check the zoning district on the city’s map and confirm the permitted uses with the Building Department.
Deer Park’s outdoor sirens always mean shelter in place: go inside, close doors and windows, turn off air handling and stay informed, and do not evacuate unless told to. The city sends alerts through Everbridge, and residents can sign up by texting 77536 to 888777.
The reason is the neighborhood. In March 2019 a tank fire at the ITC terminal spread to 14 other tanks, and a shelter in place order followed after state monitors detected benzene. Give new tenants the city’s shelter in place guidance and the alert sign-up at move in, the same way you would hand over the keys.
On January 24, 2023 an EF3 tornado crossed Pasadena and Deer Park along an 18 mile path with winds near 140 miles per hour, damaging homes and a nursing home without loss of life. During Hurricane Harvey in 2017, local reporting put the number of flooded Deer Park homes at about 300, and a 32 acre detention pond on Patrick’s Bayou near Texas 225 was credited with limiting the damage.
Most of the 77536 ZIP code falls in hurricane evacuation Zone C, with some neighborhoods in Zone B, so check the county’s zone lookup for each address. Wind coverage is a separate question: in Harris County, the Texas Windstorm Insurance Association’s catastrophe area covers only parts of La Porte, Morgan’s Point, Pasadena, Seabrook and Shoreacres, and Deer Park is not on that list, so wind coverage generally comes from the private market.
With close to four in five homes owner occupied, rentals in Deer Park are a small slice of the housing stock. Tenants who choose the city often work at the plants and terminals nearby or want Deer Park ISD, and they tend to look for longer leases rather than short stays.
That favors careful screening, prompt maintenance and renewals over constant turnover. The city’s property tax rate is 0.72 dollars per 100 of value, assessed on Harris Central Appraisal District values, and rentals do not receive the homestead exemption, so budget from the full appraised value.

FAQ
Yes. Unlike Houston, Deer Park has a zoning ordinance with single family, patio home, townhome, mixed use, commercial, office and industrial districts. The district decides what a property can be used for, so check it before planning a conversion or a second unit.
Shelter in place. In Deer Park the outdoor sirens always mean go inside, close up and stay informed, and do not evacuate unless ordered. Tenants can get alerts through the city’s Everbridge system by texting 77536 to 888777, which is worth sharing at move in.
No, based on TWIA’s designated area. In Harris County it covers only parts of La Porte, Morgan’s Point, Pasadena, Seabrook and Shoreacres east of Highway 146, and Deer Park is not on that list. Wind risk is still real, as the 2023 EF3 tornado showed, so price private wind coverage.
Some of it did. Local reporting put the number of flooded homes at about 300, and a detention pond on Patrick’s Bayou was credited with limiting the damage. Most of the city is in hurricane evacuation Zone C with some Zone B areas, so check each address’s flood zone and evacuation zone.
The city rate is 0.72 dollars per 100 dollars of value, applied to Harris Central Appraisal District values. Deer Park ISD, Harris County and other units are added on top, and rental properties do not receive the homestead exemption.
