Harris County
Jersey Village is a small home rule city wrapped by Houston along US 290, with its own permit office, its own floodplain rules and its own short-term rental ordinance. Those rules, more than the address, decide what an owner can do with a rental here. Atlas manages leasing, rent collection and repairs for owners across the city.

The local rental market
Jersey Village began in 1953 as a residential development laid out around Jersey Lake by Clark W. Henry and N. E. Kennedy and Son, and it incorporated as a city in 1956, running its own volunteer police force from the start. The 2020 Census counted 7,921 residents. Unlike most of the Houston communities that share its ZIP code, it is a separate city with its own council, its own code of ordinances and its own building department at 16327 Lakeview Drive.
That independence is the first thing an owner should understand. A rental inside the city limits is permitted, inspected and taxed by Jersey Village, not by Houston, and the city’s rules are in several places stricter than its neighbors’. Most building, electrical, plumbing and mechanical work requires a city permit, as do fences, accessory structures, grading and fill, and garage or room additions. Permits are submitted through the city’s Vertex plans portal, and the city quotes a review time of one to five business days.
The second thing is water. Jersey Village sits on White Oak Bayou, and the city’s own records count about 200 homes flooded in Tropical Storm Frances in 1998, about 500 in Tropical Storm Allison in 2001, more than 200 in October 2002 and 230 in the Tax Day flood of 2016. The response since then has been sustained and expensive, and it shapes both the risk profile of a rental here and the rules for renovating one.
Neighborhoods
The city is compact, so what matters is less which subdivision a rental is in than which zoning district, which side of the bayou and how close to the drainage projects. Six places worth knowing:
Before you lease
Jersey Village regulated short-term rentals through a series of ordinances in 2023, the last of which, adopted May 18, 2023, limited them to Zoning District M. Every short-term rental needs a city permit, and the permit number must appear in every advertisement. Occupancy is capped at two people per bedroom plus two, and a local contact must be reachable 24 hours a day and respond within one hour.
The physical requirements are stricter than most owners expect. Before a short-term rental can be occupied, the building official and the fire marshal inspect it. Noise monitoring devices are required on each floor and in outdoor areas, along with smoke and carbon monoxide detectors, fire escape ladders in second story bedrooms, an inspected fire extinguisher and inspections of the gas service and electrical panel. The city also collects a 7 percent occupancy tax. For most single family homes in the city, the practical answer is a conventional lease.
Inside the Special Flood Hazard Area, new construction in Jersey Village must be elevated at least 24 inches above the base flood elevation. That matters to rental owners because of how the city defines substantial improvement. If repairs or improvements cost 50 percent or more of the building’s market value before the work, or the building is substantially damaged by flood or fire, it has to be brought into compliance as if it were new construction.
In practice that means a heavy renovation of an older house in the floodplain can turn into an elevation project. Before committing to a large rehab budget on a Jersey Village rental, compare the cost of the work against the pre-improvement value and confirm the property’s flood zone on the current maps, which took effect November 15, 2019. Staging work across smaller scopes, and documenting values properly, is something to plan with the permit office rather than discover at inspection.
The city’s own floodplain records list four major flood events in under twenty years before 2017, peaking at about 500 homes in Allison. After the Tax Day flood of April 2016 flooded 230 homes, the city adopted a long-term flood recovery plan. It identified roughly 60 homes for elevation or buyout, and 18 had been elevated by December 2021. The city’s reinvestment zone also purchased homes for removal.
The capital work followed: the Jersey Meadow berm and detention area, the Wall Street drainage project, and federal and state grants for further home elevations, alongside Harris County Flood Control District work on White Oak Bayou, including the Jersey Village diversion channel completed in 2010. In Hurricane Harvey in 2017, the city reported no homes flooded from the bayou or street drainage. That is a meaningful record, but past storms do not predict the next one, and flood insurance remains worth pricing for any rental here.
Because Jersey Village provides its own police, permitting and services, its property tax rate is substantial. For fiscal year 2026 to 2027, the city council adopted a rate of 0.817625 dollars per 100 dollars of value on August 18, 2026, a small increase over the prior year. That sits on top of Cypress-Fairbanks ISD, Harris County and the county’s other taxing units.
When underwriting a rental here, add every line on the tax statement rather than estimating from a neighboring Houston address. The city rate alone is much higher than the City of Houston’s, and it is the price of the separate services, the stricter floodplain enforcement and the drainage investment that make the city what it is.

FAQ
No. Jersey Village has been its own city since 1956, with its own council, police department, building department and code of ordinances, even though the City of Houston surrounds it. A rental inside the city limits is permitted, inspected and taxed by Jersey Village.
Only if it is in Zoning District M, the multifamily district. Since May 2023 the city has limited short-term rentals to that district, and each one needs a city permit shown in every listing, a pre-occupancy inspection by the building official and fire marshal, noise monitors, a local contact who responds within an hour, and 7 percent occupancy tax.
The city reported no homes flooded from the bayou or street drainage during Harvey in 2017. Earlier storms were different: the city counts about 500 homes flooded in Allison in 2001 and 230 in the Tax Day flood of 2016. Since then the city has elevated homes and built new drainage and detention, including a berm at Jersey Meadow Golf Course.
If the cost of the work reaches 50 percent of the building’s market value before the work, the city treats it as substantial improvement and the building must meet new construction standards, which in the flood hazard area means elevation at least 24 inches above base flood elevation. Check the numbers before you set a rehab budget.
For most work, yes. The city requires permits for most building, electrical, plumbing and mechanical work, and for fences, accessory structures, grading and fill. It uses the 2024 International Codes for residential work. Permits go through the city’s online portal, and the city quotes one to five business days for review.
