Harris County
West University Place is a separate city entirely surrounded by Houston, and unlike Houston it has zoning, its own tree ordinance and its own trash service. For a rental owner, those city rules decide what you can build, what you can cut down and what a turnover costs. Atlas manages leasing, rent collection and repairs for owners in West U.

The local rental market
West University Place grew out of the West End Realty Company, formed in 1910 by investors led by Ben W. Hooper, a Tennessee politician, who chose land near the new Rice Institute, which opened in 1912. The first lots sold in 1917, mostly to young middle class families. The community incorporated in the mid 1920s, adopted a home rule charter with a council-manager government in 1940, and was entirely surrounded by the City of Houston by 1948 without ever being annexed.
Growth came quickly once it did. The Texas State Historical Association counts about 40 families in 1923, 1,322 residents by 1930 and 9,221 by 1942. The 2020 Census counted 14,955 people in a city of about two square miles. It kept its own water and waste systems and its own police and fire departments, and that independence is what makes owning here different from owning across the street in Houston.
For a landlord, the practical consequence is a second rulebook. Permits, zoning, tree protection and trash all run through the city at 3826 Amherst rather than through Houston, and several of those rules are stricter than anything an owner would meet in the surrounding neighborhoods.
Neighborhoods
West U is small enough that its character comes from a handful of shared places rather than separate subdivisions. Six worth knowing as an owner:
Before you lease
Houston is famous for having no zoning. West University Place is not Houston. Its zoning ordinance sets single family districts in which detached single family homes are the permitted residential use, while attached single family and other residential uses are listed as prohibited, and accessory uses are allowed only by special exception.
The same ordinance caps principal buildings at 35 feet and two and a half stories and sets a minimum residential floor area of 1,400 square feet. For an investor, that rules out the duplex and townhome plays common elsewhere in the inner loop. Before buying with a second unit or a conversion in mind, confirm the current text and any special exception requirements with Development Services.
Any development activity in West U requires a tree disposition plan covering every tree 10 inches or more in diameter, measured four and a half feet above the ground, and removing a tree outside the approved plan is prohibited. Outside a project, removing a tree of 12 inches or more anywhere on the lot, or 10 inches or more in a front yard, side street yard or the right of way, needs a permit.
Replacement is calculated in inches: for every 10 inches removed, one 4 inch or 100 gallon tree must be planted, or the owner can contribute to the West University Tree Trust instead. Tree contractors must be registered with the city and carry insurance naming it. Protected trees must be fenced before demolition. Budget for this on any renovation, and do not let a contractor clear a lot before the plan is approved.
West U collects household garbage itself, twice a week on a Monday and Thursday or Tuesday and Friday route, with bulk trash collected on the same schedule. Bags are limited to 40 pounds, and nothing may go to the curb before 6 p.m. the night before or after 8 a.m. on collection day.
Those rules matter at move out, when a departing tenant’s bulk items can sit at the curb in violation. A clear move out checklist and a coordinated haul off keep a rental compliant, and the city’s West U Collects app shows the routes for each address.
West U is not on a bayou, but it has flooded. After Hurricane Harvey in 2017, city officials reported that 116 homes took on water and 17 had structural damage. Drainage improvements along Buffalo Speedway, with large box culverts running to Poor Farm Ditch, are part of the city’s response.
For an owner, the takeaway is to check the FEMA flood zone and the flood history of the specific address rather than assuming the whole city shares one risk. The city tax rate, 0.222219 dollars per 100 of value for 2026, is modest next to the Houston ISD and county lines, which together make up most of the bill.

FAQ
No. West University Place is its own home rule city with a council-manager government, entirely surrounded by Houston since 1948 but never annexed. Permits, zoning, tree protection and trash service for a West U rental all come from the city, not from Houston.
Usually not in the single family districts. The zoning ordinance permits detached single family homes there, lists attached single family and other residential uses as prohibited, and allows accessory uses only by special exception. Confirm the current rules with Development Services before buying with a second unit in mind.
Often, yes. Outside a construction project, removing a tree of 12 inches or more in diameter anywhere, or 10 inches or more in a front yard, side street yard or the right of way, needs a city permit. Any development requires a tree disposition plan covering every tree of 10 inches or more.
The city does, twice a week, with bulk trash on the same schedule. Bags are limited to 40 pounds, and items may go out no earlier than 6 p.m. the night before and no later than 8 a.m. on collection day, which is worth building into your move out instructions.
The city adopted a rate of 0.222219 dollars per 100 dollars of value for 2026. That is the city’s share only. Houston ISD, Harris County and other taxing units are added on top, and together they make up most of the tax bill.
