Missouri City requires a registration permit for rental houses, not just apartments, and that permit does not transfer when a property sells. A new owner has 30 days. Atlas manages leasing, rent collection and repairs for owners across the city and handles the registration that comes with it.

The local rental market
The name has nothing to do with the state. Investors R. M. Cash and L. E. Luckle bought four square miles here in 1890 and marketed the land to buyers around St. Louis, and W. R. McElroy called the new town Missouri City to suit that pitch. It was registered in Texas in 1894 and incorporated in 1956, with a home rule charter adopted by referendum in November 1974 and a council manager government under a mayor and six council members.
The city covers 29.02 square miles of land and had a population of 74,850 at the 2020 census, up from 4,136 in 1970. Its charter preamble names the situation that governs most owner questions here: the residents of the City of Missouri City are situated in Fort Bend and Harris counties. Roughly 96 percent of the city’s area is in Fort Bend County, with the Harris County portion a single contiguous block in the northeast corner.
That county line is also the school district line, and it is unusually clean. Fort Bend ISD covers about 95.7 percent of the city and Houston ISD about 4 percent, and the Houston ISD share is the Harris County portion in its entirety: there is no Houston ISD on the Fort Bend side and no Fort Bend ISD on the Harris side. A small sliver, around 0.3 percent, falls in Lamar CISD. Fort Bend ISD itself runs more than 75,000 students across 78 campuses and about 170 square miles.
Neighborhoods
Several well known addresses near Missouri City are not in Missouri City, which matters because the city’s rental registration ordinance and its zoning stop at the limits. What is actually inside and what is not:
Before you lease
Chapter 14, Article XIV of the city code requires registration of rental units, and the definition is broad: a single family dwelling unit, a duplex unit, a town home, a condominium, a manufactured home, or an individual multifamily unit that is rented or offered for rent as a residence. This is not an apartment ordinance. A single rental house is squarely inside it.
The provision that catches investors is the timing. The owner of each rental unit must apply for registration within 30 days after acquiring ownership, and the permit is expressly not assignable or transferable. A buyer who assumes the seller’s permit carries over is out of compliance on day 31. Registration renews annually, and the permit has to be displayed inside the unit in a place the director of development services designates.
The application asks for the street address, the owner’s name, mailing and physical address, work and home phone numbers, and a driver license or identification number with its state of issuance. For a corporate owner it asks for the state of incorporation, the registered agent’s name and address, all officers, and local office contacts, plus the property manager’s name and address. Anonymous entity ownership is not really available here. The annual fee is set by council resolution rather than fixed in the code.
Once permitted, a rental unit is subject to periodic inspections by the city, checked against the building, housing, property maintenance, electrical, plumbing, health and zoning codes. Multifamily owners can be exempted from city inspection only by running their own inspections of every individual unit at least annually on a city approved form, providing proof to the city annually, and allowing the city to monitor the quality of those inspections. Renting without a current valid permit, falsifying the application or failing to have inspections done are each offenses. A denial can be appealed in writing within 10 calendar days, with a hearing within 20.
Unlike Houston next door, Missouri City zones. Ordinance O-81-1 established 21 districts, including suburban and rural single family, R-1 through R-2 single family, R-3 two family, R-4 patio cluster, R-5 townhouse, R-6 condominium, MF-1 and MF-2 multifamily, a range of local commercial and retail districts, business park, industrial, manufactured home, community facilities and planned development.
The zoning ordinance also says something owners should take literally: the official zoning map is located in the office of the city secretary and it is the final authority as to the current zoning status of land. Copies published elsewhere, including online, are expressly not authoritative. If a deal turns on a district classification, confirm it against the official map rather than a web viewer.
There is no short term rental chapter, article or permit in the Missouri City code. The city’s hotel definition covers hotels, motels, tourist homes and courts, lodging houses, inns, rooming houses and bed and breakfasts, and does not name whole home short term rentals. Proposals have been discussed publicly, so this is worth re-checking before you build a strategy on it.
The city does levy a municipal hotel occupancy tax of 7 percent, confirmed both in the code and in the city’s own reporting to the state, on top of the state’s 6 percent. The 30 day permanent resident exemption applies, and operators remit quarterly by the last day of the month following each quarter. Statewide, combined state, county, municipal and venue taxes cannot exceed 17 percent.

FAQ
Yes. The city requires registration for rental units, and the definition covers single family houses, duplexes, town homes, condominiums, manufactured homes and individual multifamily units. Registration renews annually and the permit must be displayed inside the unit. Renting without a current valid permit is an offense.
Thirty days after acquiring ownership. The permit is not assignable or transferable, so the previous owner’s registration does not carry over to you. This is the single most common compliance gap for investors buying here, because nothing at closing prompts it.
Yes. Once permitted, a rental unit is subject to periodic inspections by the city against the building, housing, property maintenance, electrical, plumbing, health and zoning codes. Multifamily owners can avoid city inspection only by inspecting every unit annually on a city approved form, reporting it to the city each year and letting the city monitor the quality of those inspections.
Usually not. Sienna is an unincorporated census designated place covering 12.582 square miles, and only about 1 percent of Missouri City’s area overlaps it. A property in Sienna is generally outside the city limits, which means outside city zoning and outside the rental registration ordinance. Fresno addresses are never inside the city. Verify by parcel, not by mail.
Either Fort Bend or Harris, and the county line is also the school district line. About 96 percent of the city is in Fort Bend County and served by Fort Bend ISD; the Harris County corner in the northeast is entirely Houston ISD and valued by the Harris Central Appraisal District. A small sliver falls in Lamar CISD.
