Cypress Property Management

Cypress is not a city. It is an unincorporated part of Harris County, so the rules around a Cypress rental come from the county, HOA deed restrictions and the MUDs that fund local streets and utilities. Atlas manages rental homes across the US-290 corridor with that setup in mind.

Renting Out a Home in Cypress

Cypress takes its name from Cypress Creek. German immigrants settled the area from the 1840s, and rice and dairy farms dominated until suburban growth took hold in the 1950s. The Big Cypress Schoolhouse went up in 1884 on land that is now Lamkin Elementary, and Cy-Fair ISD traces its start to 1939.

Two road projects shaped modern Cypress. The widened US-290 Northwest Freeway was finished in 2019, and the Grand Parkway segment between US-290 and SH-249 opened in 2016. Houston Methodist Cypress Hospital opened in March 2025 near that interchange, HCA Houston Healthcare North Cypress has served the area since 2006, and Lone Star College CyFair opened in 2003.

With no city government, Houston’s short-term rental ordinance, which took effect in January 2026, does not reach Cypress addresses. What does affect a Cypress rental is the property’s MUD, its HOA rules and its location relative to Cypress Creek, and those differ more from one community to the next than most buyers expect.

Cypress Communities

Most Cypress rental homes sit in master-planned communities with their own HOAs and utility districts. Six parts of the US-290 corridor:

BridgelandA Howard Hughes community of about 11,400 acres with new-home sales since 2006. The Houston Texans have announced a planned headquarters and training facility in its Toro District.
Towne LakeA Caldwell Companies community of 2,450 acres built around a 300-acre lake, started in 2006.
FairfieldA Friendswood Development community that helped open the US-290 corridor to master-planned neighborhoods.
Coles CrossingAn established community whose water, sewer and drainage are provided through Harris County MUD 364.
Stillwater VillageA neighboring community that shares Harris County MUD 364 with Coles Crossing.
Cypress Creek corridorHomes near the creek, which recorded its two highest peaks during the 2016 Tax Day flood and Hurricane Harvey.

What Cypress Owners Should Plan For

No city government, different rules

Cypress lies in Houston’s extraterritorial jurisdiction. The City of Houston’s planning commission reviews subdivision plats there, but it does not zone the area, and Houston ordinances such as its short-term rental rules apply only inside city limits.

In practice, deed restrictions and HOA rules do most of the work a city code would do, so review them for leasing limits, pet rules and exterior standards before you place a tenant.

Cypress Creek flood history

Cypress Creek’s two highest recorded peaks came in the April 2016 Tax Day flood and during Hurricane Harvey in August 2017. The Harris County Flood Control District counted about 8,750 flooded homes in the Cypress Creek watershed after Harvey.

Check a home’s flood history and insurance before you buy or lease it, and give tenants the flood disclosure Texas requires. Our Texas landlord-tenant law guide explains what the disclosure must say.

MUDs fund the neighborhoods

Municipal utility districts such as Harris County MUD 364 and Northwest Harris County MUD 5 finance water, sewer, drainage and sometimes trails through property taxes. Texas requires sellers to give buyers a MUD notice before contract, and the rate belongs in any rental budget.

Emergency service districts provide fire protection outside city limits and add their own rate to the bill.

School zoning in Bridgeland

Cy-Fair ISD serves most of Cypress, but Bridgeland is split three ways: most of the community is Cy-Fair ISD, some of it is Waller ISD, and the southern Prairieland Village section is Katy ISD. Confirm the zone for the exact address before you advertise schools to renting families.

FAQ

Cypress Property Management FAQ

Is Cypress, TX part of the City of Houston?

No. Cypress is an unincorporated area of Harris County. It sits inside Houston’s extraterritorial jurisdiction, where the city reviews subdivision plats but does not zone or apply its other ordinances.

No. Houston’s short-term rental ordinance, in effect since January 2026, covers property inside Houston city limits. Cypress owners should still check HOA deed restrictions, which may limit short-stay leasing.

Most of Bridgeland is zoned to Cy-Fair ISD, part of it is in Waller ISD, and the southern Prairieland Village area is in Katy ISD. Confirm the zone for each address.

A municipal utility district finances water, sewer and drainage through its own property tax rate. Most Cypress communities have one, so the MUD rate affects the true cost of owning the rental.

Anything that puts the property or the tenant at risk: an active leak, a sewage backup, no heat during a freeze, a failed AC in summer heat, or a security problem such as a broken exterior door. Atlas is available 24/7 for those. Routine work is scheduled during normal hours, where vendor rates are lower than emergency call-out rates.

It depends on the home and the services you need. Our Houston property management fees guide explains typical fee structures, or you can request a quote for your property.
