Renting Out a Home in Westchase

The City of Houston describes Westchase as the area west of Gessner and south of Westheimer on the city’s west side, with heavily landscaped boulevards lined with condo and apartment projects, office buildings, distribution centers and retail centers. Its super neighborhood covers 2,766 acres, or 4.32 square miles, and runs south to the Westpark Tollway. The city notes it was developed with a central plan beginning in the 1970s and that the West Belt helped end the area’s real estate slump of the 1980s. The district’s own history dates that plan to the early 1970s, when Westchase Corporation bought 760 acres from the Smith family.

The population has grown fast. The city counted 21,017 residents in 2000 and 34,356 in its 2021 profile, and its 2022 tables, built on the 2018 to 2022 American Community Survey, show 33,773 residents in 18,774 housing units. Of the 16,829 occupied units, 14,785 were renter occupied and only 2,044 owner occupied. That is 87.9 percent renters.

Most of that rental stock is apartments, and the Westchase District board itself includes seats for the multifamily sector alongside office, retail and hospitality. Single family homes are concentrated in a few places, led by the gated Royal Oaks Country Club community on the western edge, with townhomes and condos scattered between the office campuses. For a small landlord, that means competing every month with large professionally run complexes on price, amenities and response time.

Westchase is also an employment center. The district reports 18.4 million square feet of office space, with tenants that include Phillips 66, Bechtel and BMC Software. Renters who work in the district can reach their offices on surface streets or the trail system, and the Sam Houston Tollway and Westpark Tollway connect the area to Katy, Sugar Land, Uptown and downtown.

The management district shapes daily life more than most Houston residents realize. It runs a patrol staffed by HPD officers and SEAL Security from 7 am to 11 pm every day, builds parks and trails, and has a 380 area agreement with the City of Houston, first approved by City Council in late 2013 and renewed in November 2023 for another decade, that pays for city infrastructure projects inside the district.

Westchase Neighborhoods

Westchase is mostly apartments and offices, but its rental homes cluster in a handful of distinct pockets and corridors. Six of them and what sets each apart:

Royal Oaks Country ClubBuilt by Sunrise Company from 1999 to 2015 on 490 acres, with 850 single family detached homes inside a guard gated community and an 18 hole course designed with Fred Couples. The city notes it sits on the old Andrau Air Park tract on the western edge of Westchase, so leasing here runs through gate access and community association rules.
WoodchaseThe area along Woodchase Drive south of Westpark, next to the Westpark Tollway. The district opened the 1.7 acre Woodchase Park here in October 2021, with a dog park, playground, community garden and a 7,500 square foot activity lawn and pavilion.
Wilcrest and Camden ParkThe Wilcrest Drive corridor around the Robinson Westchase Neighborhood Library. Camden Park, a 3.4 acre park at 2951 Wilcrest, opened in April 2025 with a playground, water features, dog runs and a performance pavilion, and the district reports 450,000 visits since opening.
Walnut Bend LaneA corridor rebuilt in a 20 million dollar project with new underground utilities, upgraded storm drainage, wider sidewalks, bike lanes, METRO shelters and 275 new trees. Funding included 4.4 million dollars from the district's 380 program and 4.6 million dollars from Houston Public Works.
HCC campus and Richmond AvenueThe middle of the district, where the Houston City College Northwest Alief Campus and its West Houston Institute sit. The HCC Campus Trail runs from Westheimer to Richmond, and Trailside Park sits along it, which gives nearby apartments and townhomes walkable green space.
Briarpark and east of Beltway 8The blocks between the Sam Houston Tollway and Gessner, where the city's land use map shows apartment complexes along Briarpark and Westpark next to office buildings and commercial frontage on Westheimer.

What Westchase Owners Should Plan For

The management district cannot assess small rentals

Westchase District operates under Chapter 3802 of the Texas Special District Local Laws Code, which lets it impose taxes, assessments and impact fees as provided by Chapter 375 of the Local Government Code. Its assessments are a lien on the property, ranking behind only county, school and city tax liens, and can be enforced the same way property taxes are.

Section 375.161 of the Local Government Code limits who pays. A management district board may not impose an assessment, impact fee or tax on single family detached homes, duplexes, triplexes or fourplexes, unless voters approved the tax or the charge pays for a service the district provides. So an owner of a rental house or fourplex in Westchase generally does not pay the district’s assessment, while larger apartment and commercial owners may. Check the parcel’s HCAD record and tax statements before you buy.

Flood disclosure is now part of every lease

Since January 1, 2022, Texas Property Code Section 92.0135 requires a landlord to give a separate written flood notice at or before lease signing, stating whether the landlord knows the dwelling is in a FEMA 100 year floodplain and whether it has flooded in the last five years. If the notice is missing and a tenant suffers a substantial flood loss, the tenant can end the lease and get prepaid rent back.

Drainage in Westchase varies by street. The district says Hayes Road and Wallingford Drive frequently experience drainage issues, and both are set for reconstruction with new drainage systems under Harris County Precinct 4’s 2025 Places 4 People initiative, while the Walnut Bend Lane rebuild added upgraded storm drainage. Look up a property’s flood zone and claim history before you set the lease terms.

Short-term rentals need a city certificate

Houston City Council approved short-term rental regulations on April 16, 2025, and enforcement began January 1, 2026. Any dwelling, or part of one, rented for less than 30 consecutive days needs a Certificate of Registration with a 275 dollar annual fee. Hosts must complete human trafficking awareness training, post a 24 hour emergency contact number, pay hotel occupancy tax and not advertise the unit as an event space.

Operating without registration can bring fines of 100 to 500 dollars per day, and platforms such as Airbnb and VRBO must remove noncompliant listings within 10 days of city notice. Registration does not override private rules, so in Royal Oaks or any condo or townhome association the recorded restrictions still decide whether short stays are allowed.

Two school districts and city enforced deed restrictions

The city’s Westchase profile lists both Alief ISD and Houston ISD, so two homes a few blocks apart can feed different schools. For family renters that is often the first question, and attendance zones change, so confirm the district and campus for the exact address with the school district before you advertise.

Houston has no zoning, but the City Legal Department can enforce residential deed restrictions under Chapter 212 of the Local Government Code and Sections 10-551 through 10-555 of the city code, covering use, setbacks, lot and structure size, orientation and fences that need a permit. Its deed restriction hotline is 832-393-6333. Read the recorded restrictions for the subdivision before adding a unit or changing a home’s use.

FAQ

Westchase Property Management FAQ

Does the Westchase District charge assessments on my rental house?

Generally no. Texas Local Government Code Section 375.161 bars a management district from imposing assessments, impact fees or taxes on single family detached homes, duplexes, triplexes and fourplexes, except for voter approved taxes or charges for services the district provides. Larger apartment and commercial properties can be assessed.

Most of them. The City of Houston’s 2022 super neighborhood tables, based on the 2018 to 2022 American Community Survey, count 14,785 renter occupied units out of 16,829 occupied units in Westchase, or 87.9 percent.

It depends on the address. The city’s profile lists both Alief ISD and Houston ISD for Westchase, and attendance zones change, so confirm the district and campus for the specific property before you market it to families.

Only with a City of Houston Certificate of Registration, required since January 1, 2026 for stays under 30 consecutive days. The fee is 275 dollars a year, and hosts need human trafficking awareness training, a 24 hour emergency contact and hotel occupancy tax compliance. HOA and deed restrictions can still prohibit short stays.

Yes. Since January 1, 2022, Texas landlords must give a separate written notice at or before lease signing that says whether they know the home is in a 100 year floodplain and whether it flooded in the past five years. Leases under 30 days are exempt.

The Houston Police Department, plus the Westchase District patrol, staffed by HPD officers and SEAL Security from 7 am to 11 pm every day. Its dispatch line is 713-701-7800, and after hours you call 911 or the HPD non-emergency line at 713-884-3131.
